Three ways to start

The right level of review for your transaction.

Start at whichever level fits the decision in front of you. A Site Check is useful early, but it is not a required first step before a lender report or zoning letter.

01

Site Check

Is this property worth pursuing?

$295One property, one intended use

  • Preliminary zoning district and proposed-use review
  • Key applicable development standards
  • Potential approval requirements and obvious information gaps
  • Source references and recommended questions

An early screening, not a full zoning conformance determination.

02

Municipal Zoning Letter Coordination

Get the jurisdiction’s written confirmation.

$350plus municipal fees

  • Identify the appropriate municipal contact and request procedure
  • Prepare and submit the agreed request
  • Coordinate fees and follow up
  • Deliver the jurisdiction’s response and identify unanswered questions

Official municipal letters are issued by the jurisdiction. CivicSparq coordinates the request; the jurisdiction controls its response and timing.

03

Zoning Due-Diligence Analysis

Understand the zoning findings behind the transaction.

From $995plus municipal fees · letter coordination included when in scope

Potential scope, confirmed for each engagement:

  • Zoning classification, applicable overlays, and permitted uses
  • Comparison of documented property conditions with applicable standards
  • Relevant approvals, conditions, and available municipal records
  • Potential nonconformities and applicable reconstruction provisions
  • Requested municipal verification documentation
  • Findings summary, source references, and unresolved items

Scope depends on the property, available records, survey information, and the recipient’s requirements.

Receive a written scope, fee, and proposed schedule before work begins. Municipal fees and additional research are identified separately.

Written scope and fee confirmed before work begins. Complex properties and additional research quoted separately. The standard report price assumes one straightforward property, usable supporting documents, and a defined recipient checklist. A Site Check fee is credited toward a standard report on the same property within 30 days when the research still applies. Expedited schedules, when available, add 25%; municipal response times stay outside our control.

How payment works

Clear scope. Secure payment. No surprises.

Submit your property and the service you need. We’ll review the request and provide a written scope, fee, and proposed schedule before you pay.

Once you approve the engagement, we’ll email an invoice with a secure Stripe payment link. New clients generally pay before work begins. Larger assignments may use a deposit and final payment arrangement, and approved recurring accounts may qualify for monthly invoicing.

Municipal fees and other outside costs are identified separately. Any additional work or charges require your approval.

Work begins after we receive your acceptance, required payment, and agreed materials. Delivery timing is confirmed for each assignment; municipal response times may affect completion.

How findings are delivered

Understand the finding—and what happens next.

  1. 01

    Direct access to the planner

You talk with the planner reviewing the assignment, not an intermediary.

  2. 02

    Findings connected to dated sources

Each finding points to the ordinance section, map, or record it relies on, with the date reviewed.

  3. 03

    Confirmed vs. analysis vs. unresolved

What the jurisdiction has confirmed is kept separate from professional analysis and open questions.

  4. 04

    Practical next steps

Each open item has a recommended action, and a findings discussion is included within the agreed scope.

Recurring accounts

One contact for your ongoing zoning assignments.

Start with one assignment. If the fit is right, establish a repeatable process for future properties.

For lenders: share your zoning checklist and vendor requirements before the first assignment so we can confirm whether CivicSparq’s proposed scope is a fit.

  • Agreed scope and report requirements
  • Saved account preferences
  • Consistent deliverable format
  • Assignment status communication
  • Consolidated invoicing by agreement
  • A findings discussion within each agreed scope

Process

From first note to findings.

01

Share the property, intended use, recipient, and deadline.

02

Confirm scope, required materials, fee, and potential conflicts.

03

Research the property and coordinate agreed municipal requests.

04

Receive findings, supporting references, outstanding questions, and next steps.

Preliminary research and final delivery may run on different schedules. Where a municipal request is involved, the jurisdiction controls its response time, so we report status rather than promise a date.

Jim Atkinson, founder and principal planner

Experience from the municipal staff table.

Jim brings more than 25 years in municipal planning and public administration, including service as a Planning Director and City Manager. He knows how zoning is administered day to day—how ordinances are interpreted, where approvals and conditions are recorded, and which questions a jurisdiction can answer in writing.

That experience shapes how he reads records and frames open questions. It does not mean special access, influence, or a guaranteed outcome with any jurisdiction. Jim prepares or reviews each deliverable.
